The plan presents a good example of how to use GIS analysis to prioritize the improvement of pedestrian facilities around the State. It used demand forecasting (showing pedestrian trips by census tract and roadway crossability) and suitability forecasting (calculating the suitability of making capital investments) to identify and prioritize project locations. Summarized in a matrix form, the implementation section includes several strategies and assigns responsibility to various agencies and organizations.
