The development of the plan involved an extensive community outreach process with technical and citizen advisory team, as well as neighborhood meetings. The plan identifies a pedestrian route system through the city from the specified criteria and then focuses improvements in those areas first. It contains comprehensive descriptions and graphics of design details and provides a detailed implementation plan with prioritization and cost of individual projects.
