This report draws upon all of the work completed until 1994 in outlining a plan of action to promote bicycling and walking as viable transportation options for more Americans. The goals of doubling the current percentage of bicycling and walking trips and reducing by ten percent the number of pedestrians and bicyclists killed or injured are challenging, yet obtainable, and would reap significant transportation as well as other societal benefits.
